Not directly by the alleged victim. In Colorado, the decision to prosecute belongs to the district attorney’s office, so a victim asking to drop the charges doesn’t end the case by itself. Prosecutors can, and often do, continue a case using police reports, 911 recordings, or prior statements even when the alleged victim no longer wants to participate.
